Candidacy

Children who are candidates for foster care, meaning they are identified in a prevention plan as being at imminent risk of entering care but can safely remain at home or in a kinship, is how DCYF is defining a candidate for foster care.

During Round 1 of Stakeholder & Partner Engagement, DCYF discussed consideration of proposing candidacy for FFPSA Prevention Services in phases. An initial phase of clearly child welfare-involved families and future phases that would push the envelope on additional populations that we believe would benefit from prevention services.  Implementation for the different candidate groups will be phased in over multiple years.

  • CPS Investigation
  • CPS Family Voluntary Services
  • Children on trial return home following placement
  • Substance Abusing Pregnant Women
  • Adoption Displacement
  • Family Reconciliation Services (FRS)
  • State Juvenile Rehabilitation (JR) discharge
  • Pregnant or parenting Foster Youth
  • Pregnant or parenting JR Youth
  • Children with developmental disabilities and/or intensive mental health needs

Future Candidates

  • Additional families w/screened out CPS referrals, subset
  • Kinship care families who are not currently involved with DCYF, subset
  • Statistical prediction/need for prevention in very high need communities
