Fair Start for Kids Act Evaluation and Analysis

The Fair Start for Kids Act (FSKA), Senate Bill 5237, is historic legislation signed into law in May 2021. Washington State invested $1.1 billion to expand access to affordable, high-quality child care and early learning for Washington families and stabilize the early care and education workforce. The goal of the FSKA evaluation is to determine how FSKA funding and activities impact:

  1. Racial equity
  2. Access to early care and education
  3. Children’s kindergarten readiness
  4. Early care and education workforce stability
