In December 2001, he transitioned to JR Community work, taking on the role of Deputy Regional Administrator. He is the Regional Administrator for Regions 5 and 6, overseeing 13 counties and 15 Tribes. An avid cyclist and runner, David partakes in related events during the summer. He has a penchant for travel, both domestically and internationally.

He holds a degree from Xavier University of Louisiana, a prestigious Historical Black College. David earned his bachelor's in political science, minoring in Public Administration and Spanish. He also holds a Certificate of Chemical Dependency Counseling from Centralia College.
