The practices on this page are part of DCYF's Combined In-Home Service Array. These services are designed to support families involved in the child welfare system. Their goal is to safely keep children in their homes or to reunify with their family.
These services may offer crisis intervention, parent education, and connection to community resources. They all emphasize reducing safety threats in the home and improving the parent-child relationship.
Age of Child:
Ages 11 to 18
Reason to Refer:
Family Needs
- Needs support managing difficult preteen and teenage behaviors, productive communication, and safety concerns.
Family Discipline
- Caregiver(s) not effectively monitoring pre/teenage youth.
- Moderate to high family conflict, youth is displaying some high-risk behaviors.
Child Functioning
Youth struggles with behavior include:
- Self-destructive behavior
- Provokes dangerous reactions in caregiver
Location:
Home-based
Length of Care:
Weekly sessions lasting 10 to 20 weeks
Expected Outcomes:
- Decrease in youth's disruptive behaviors
- Increased parenting skills and appropriate disciplining
- Improvement in youth's academic and social skills
- Increased supportive family communication
- Reduction in youth substance use
- Increased placement stability
General Capacity to Support a Safety Plan:
Medium - Provided in the home, provider reviews the safety plan each week, no after-hours support for the family
Decision Points:
- Adult caregiver and youth must be able to consistently participate in the service. Other family members can be involved when another adult(s)'s involvement is needed to solve the problem.
- Youth must be in the home for at least six months
- Youth cannot be on the run.
- Helpful for high conflict situations.
- Cannot be involved in other family therapies.
Restrictions:
- Not for addressing sexual behaviors
- Participants with moderate or severe cognitive impairment

No after-hours support

Youth and family therapy
Field of Services:
- Sessions are weekly and typically last 10 to 20 weeks.
- Comprehensive assessment of child and family functioning at the beginning and end of the service.
- For caregivers who would benefit from individualized parenting plan.
- Program delivery is flexible based on the family's needs.

- For children at imminent risk of placement where services can manage threats in the family home.
- For children who are scheduled to reunify within seven days.
Location:
Intensive and home-based
Length of Care:
Therapists are on call 24/7. Eight to 10 hours of in-home service support is provided. Services range between 30 to 45 days.
Expected Outcomes:
- Parents ability to safely care for the child is increased and child can remain safely in the parent's care.
- Families are connected to community resources.
General Capacity to Support a Safety Plan:
High - Frequently in the family home, (eight to 10 hours per week), provider is on-call for parents 24/7
Decision Points:
- For children at imminent risk of placement where services can manage threats in the family home.
- For children who are scheduled to reunify within seven days.

Program Supports:
- Average of $500 concrete funds goods and services
- Can provide assistance with family and individual tasks associated with safety plan
Service Elements:
Family Needs
- Needs support managing difficult child and teenage behaviors, some monitoring and safety concerns.

- Caregiver(s) not effectively monitoring pre/teenage youth.
- Moderate to high family conflict, youth is displaying high-risk behaviors.

Child and/or youth has behavior problems
- Self-destructive behavior
- Provokes dangerous reactions in caregiver
Field of Services:
- Sessions are multiple times weekly with phone contact between sessions.
- Initial contact within 24 hours of receipt of referral confirmation.
- Final service summary within 10 days of service completion.

- Child Functioning
- Child has behavior problems. Child provokes dangerous reactions in caregivers.
Location:
Classroom (Virtual and in-person group setting or in-home)
Length of Care:
- Baby: Eight to 11 weeks
- Toddler: 12 to 17 weeks
- Preschool: 18 to 21 weeks
*For the classroom client must complete 80% of the classes for successful completion

General Capacity to Support a Safety Plan:

- Okay that parent is coached without the child.

- Participants cannot be registered sex offenders
Program Supports:
- No after-hours support
- Provides transportation to families
Service Elements:
Group-based parent training
Field of Services:
- Initial contact within three days of receipt of referral
- Classes are weekly
- If engaged in a group, the provider contacts the family at least once per week outside the group session
- Monthly service summary reports to social worker
- Three types of IY classes: Baby, Basic Toddler, Basic Preschool, and School Age

Weekly sessions lasting 12 to 16 weeks
Expected Outcomes:
- Increase appropriate parenting skills
- Increase appropriate parental discipline
- Improve parent-child relationship
- Decrease in child behavior problems
- Reduce recurring physical abuse reports
General Capacity to Support a Safety Plan:
Low - Office-based
Medium Low - Home-based, no after-hours support for the family
Decision Points:
- Parent has access to their child to practice skills in between sessions.

- Initial in-person visit within one week of receiving the referral (excluding weekends and holidays)

- Service update within 30 days of the 10th coaching session; and
- Service Summary within 30 days of the end of the case.

- May use violence or threats to control behavior.
- Child Functioning
- Range from typical developmental challenges to behavioral problems.
- Provokes dangerous reactions in caregivers.

Primarily in the home, also can be done in the community or office-based
Length of Care:
Weekly sessions lasting one to 15 weeks
Expected Outcomes:
- Increase appropriate parenting skills
- Increase appropriate parental discipline and behavior management
- Improve parent-child relationship
- Decrease in child behavior problems
General Capacity to Support a Safety Plan:
Low (Office-based)
Medium (Home-based)
Decision Points:
- Child has just returned to the family home after being in out of home placement for a period time
- Parents are in need of parenting help to increase safety and prevent out of home placement
- Child is between the ages of 18 months and 17 years old
Parent Handouts:
Restrictions:
- Caregivers need to be able to participate in 10-15 weeks of the program (i.e., no upcoming moves or family transitions), no major psychopathology on the part of the caregivers that would interfere with their ability to participate in the program (e.g., actively psychotic, debilitating depression)
- Child has significant developmental delays

Can be offered in the home, community, or clinic setting

Parent Training
Field of Services:
- Sessions are weekly and typically last 10 to 15 weeks.
- Comprehensive front-end assessment of child and family functioning.
- Appropriate for caregivers who would benefit more from individualized parenting plan.
- Program delivery can be very flexible, based on the family's needs.

- Concerns about quality of parent-child relationship
- Child is being reunified after being out the parent's care for a period of time
- Parent needs information about infant and toddler social and emotional development
- Parent needs help developing and expressing empathy towards their young child
Location:
This service is provided in the family's home
Length of Care:
- 10-14 weekly sessions
- Session are approximately 60 minutes each week
Expected Outcomes:
- Parent has increased understanding of infant and toddler social and emotional health and development
- Parent has increased capacity to reflect on their own feelings and their child's feeling in order to provide empathetic, compassionate care for their child
- Increased positive relationship between the parent and the child
General Capacity to Support a Safety Plan:
Medium - This service is provided in the home, and the counselor will check in with the family weekly about the safety plan
Decision Points:
- Ages- 0 to 5 years old
- Reunification of a young child with a parent
- Parent is need of help to build a positive relationship with their young child

- Parents need help creating and maintaining a safe home environment.
- Needs to learn how to care for the children when sick or injured.
- Parents in need of basic parenting skills/support.

- Families experiencing neglect related issues such as medical neglect or environmental neglect.
- Parents learn basic parent-child interaction skills and providing children with rules and consequences.
- Child Functioning
- Targets typically developing children exhibiting none or mild behavior problems.

Expected Outcomes:
- Increase parents' understanding and management of child illness and injuries.
- Increase home safety.
- Improve and enhance safe parenting skills.
General Capacity to Support a Safety Plan:
Medium - Provided in the home, provider reviews the safety plan each week, no after-hours support for the family
Decision Points:
- Caregiver predominantly needs services to treat neglect. Children who were neglected are in the 0 to 5 years-old age range.
