The Early Learning Advisory Council (ELAC) is an advisory group created by Washington state law (RCW 43.216.075) to give advice on early learning issues. ELAC helps build strong and high-quality early learning programs and services for young children and families across the state.
ELAC works with DCYF to help create and carry out policies that support children be ready for school. Each year, ELAC gives recommendations to the Governor and Legislature about important early learning goals. The council also focuses on fairness, racial equity, inclusion, and making sure children with disabilities are supported.
ELAC helps DCYF review early learning programs funded by the Fair Start for Kids Act. This includes efforts to increase access to quality child care and support to families and child care providers.
Members
ELAC members come from all over Washington state. They represent families, child care providers, community organizations, and other partners who support children and families. Some members are appointed by the Governor and others are appointed by different groups, as required by law.
New Office Hours
ELAC Office Hours are new meetings for ELAC members to connect with the ELAC Co-Chairs during months when the full council does not meet. These sessions give members a chance to share what is happening in early care and education across the state.
The meetings are informal and focused on conversation. They help members build relationships, share ideas, and talk about priorities. What is shared helps guide ELAC’s work and planning.

DCYF staff will not attend these sessions. They are not meant to discuss specific DCYF rules or policies. Calendar invites with meeting links will be sent to ELAC members.
Meetings
The Early Learning Advisory Council meets six times each year on the second Tuesday of even-numbered months. At each meeting, members receive updates from DCYF and share feedback and recommendations. ELAC meetings are open to the public.
